1 Territory does not believe that there is enough science to prove beyond all reasonable doubt that Fracking is safe for the environment of the Northern Territory. Consequently, until it can be proved 100% that fracking is safe and will not destroy the environment of the Northern Territory then 1 Territory will not support fracking of shale gas in the Northern Territory. We believe that water is our greatest asset and no harm should come its way.

1 Territory believes that our seniors are the repository of culture and history and should be counted as treasures in the Territory’s bank of social capital.

If elected, 1 Territory will:

  1. Return to the original biennial airfare system. The fare will be based on the full Darwin to Adelaide Return airfare and can be used for interstate or overseas travel or to bring a family member to the NT. It will be able to be exchanged for vehicle mileage to any capital city.
  2. Continue the subsidy to NT seniors for car registration and electricity.
  3. Ensure local bus travel will be free for NT seniors.
  4. Fund COTA (Council of the Ageing (NT)) to run their annual Senior’s Expo.
  5. Conduct an investigation to ascertain public transport options to pick up and set down seniors in housing communities and those in independent living, on a regular schedule. This service would be by appointment and is a common service provided in other states.

These policies will be funded by savings made from efficiencies arising from a reduction in political and government travel expenses.

Welcome to the 1 Territory Policy hub.

The Party will be developing policies in line with what Territorians want. It is neither left or right but centre.

So that everyone has an idea of what we stand for and how the party will operate we have provided an overview of some focus areas (This is not a comprehensive list).

True democracy:

  • All party decision making will be based on a majority vote by the members.
  • Elected representatives must continually poll their electorate and follow the direction of the majority.
  • Our Party will use “e-democracy” to ensure the members and the electorate can have their say. Low cost technology is now available that will allow our Party to get clear direction from the members and the community immediately. This will allow people in remote areas to easily vote electronically; that means all votes have the same weight so it doesn’t matter where you live in the NT.
  • You will have a say. Every single vote counts. This is the foundation of our Party.

1 Territory Party Executive Committee and Management Committee:

  • Elected members on these committees will have to pass random drug and alcohol testing. They must provide a criminal history check and must declare any conflict of interest, perceived or otherwise.

1 Territory Party elected representatives:

  • The pre selection process will be open and transparent and will be voted on by the members.
  • The person will face ongoing random alcohol and drug testing.
  • The person must produce a criminal history check.
  • If elected they must produce a criminal history check every year they are in an elected position.
  • The person will be accountable to the Party members and the electorate.
  • The person will sign a contract stating that if they choose not to follow the Party rules, they will be disenfranchised by the Party and will have to reimburse the Party the amount of money the Party spent on them for the election campaign.
  • Within the same contract there will also be a requirement to reimburse the Party if they resign and stay in the seat as an independent.

The Territory Environment:

  • Our environment is pristine and must be protected.
  • Our environment is greatest asset and cannot be replaced.
  • Our environment is our greatest long term financial asset and must be seen as an asset to our economy.
  • Our fresh water is invaluable and must be protected.

 

Development, oil, gas and mining:

  • Our party is pro development and mining; however Territorians must be in control.
  • Any development must be conducted in a sustainable way using world’s best practice.
  • Rehabilitation must be the biggest priority before the commencement of any project.
  • We are anti fracking because Territorians have not been consulted. The method is not 100% safe and the threat to our water is not worth the risk just so multinational companies can ship our gas overseas. A few Territorians (and plenty of southerners) may get some short term benefit but the long term risk to future generations of Territorians is just not worth it.
  • Our Party believes that the NT Government should enter into joint venture agreements with companies who want to take our resources so that Territorians will benefit financially and are in control.
  • Our Party believes there should be a direct benefit to the community that is located closest to the mining operation. Any impact on infrastructure (for example roads) must be paid for by the mining company.
  • Our Party believes that a fly in, fly out work force should be minimised and the work force should be residential. The mining company is responsible for all additional infrastructure, not the tax payer. This will assist struggling small towns and bring back community spirit. This way the workers spend their money in the NT, not when they fly back down south.

Independent Crime and Misconduct Commission:

  • We will set up an Independent Crime and Misconduct Commission.
  • The Commission will be totally independent and cannot be changed by the government of the day.
  • We have several ideas on how this will be funded.

Law and Order:

  • Our Party believes the people who work in these areas are the experts and should have the ability to manage these areas without political interference and influence.
  • We will establish advisory boards of experts who will provide advice to the Attorney General and other relevant Ministers.
  • Positions such as the Police Commissioner should not be political appointments. Selection for such a position should be conducted by an independent selection panel.
  • We will focus on getting advice from the grass roots operational people in Police, Corrections, Legal Aid and Legal Practitioners.
  • Focus on rehabilitation of offenders.
  • Focus on the parents of repeat juvenile offenders.
  • A definite and positive focus on support for victims of crime.
  • Establish a system where perpetrators of crime must pay back the damage bill, community service or work it off in prison.

Education:

  • Our Party will listen to the education experts. They know what needs to be done.
  • We will introduce into the curriculum Territory flora, fauna and history education.
  • Focus on establishing large rural colleges and boarding schools so that Territory kids don’t have to live interstate to get an education.
  • Focus on teaching real life practical skill sets in the schools.
  • Focus on supporting businesses to take on apprentices.
  • Focus on traineeships and apprenticeships within government.
  • Re-establish school based Police Officers.
  • Focus on good manners and work ethic.
  • Support the schools, parents and teachers with discipline, student counselling, health, drug and alcohol education.

NT Public Service:

  • Our Party knows there are many hard working Territorians employed as public servants who are let down by poor management and political meddling.
  • Focus on good practical management and performance manage any managers who are not performing.
  • Limited (if any) fixed term contracts for senior public servants. They have to be Territorians and live in the community and be selected on merit.
  • Focus on the Minister responsible for a government department. The Minister must establish an effective management structure and is responsible if it doesn’t work. This way there can be long term strategies instead of being changed every three years (or less).
  • Public servants have nothing to fear from our Party. Your political beliefs are your business and your right.
  • We belief efficiencies can be found and waste reduced by reviewing how the executive managers are performing.
  • Focus on the grass roots operational people who know their jobs. These people have the answers.
  • Close the Commissioner of Public Employment (OCPE). It will be replaced by an independent commission that will oversee all hiring, firing, promotions and grievances.
  • Zero tolerance on harassment and bullying. We will focus on eliminating this from the NT public service because it has become a well-established culture in most government departments.

Volunteers:

  • The Territory was built on volunteers due to our isolation.
  • Due to working life and family demands, volunteering is not a priority for most people. So now sporting clubs and community groups are folding.
  • We will focus on initiatives and incentives to get people volunteering again to bring back the community spirit.

Buy, Make and Live Local:

  • We will introduce a point system for the NT government tendering process so that genuine NT businesses will have an advantage in the tending process because your money will stay in the NT.
  • Focus on local manufacturing.
  • Focus on small business.

Road Safety:

  • Focus on driver education.
  • Re-training and assessment for repeat offenders.
  • Ensure that Driving Instructors do not have any criminal history.
  • Introduce random drug testing at RBT stations.

Renewable Energy:

  • Focus on renewable energy to power remote towns.
  • Focus on supporting home owners to install renewable energy into their homes.
  • Focus on recycling.

Health:

  • Our Party understands the unique challenges faced to supply quality health care in the Territory.
  • We will consult the grass roots operational people who know how the health system can be more efficient.
  • Focus on prevention and education.
  • Focus on supporting the remote staff.
  • Focus on supporting people in remote areas.
  • Eliminate bullying and harassment from the Health Department culture.

Food and Water:

  • Focus on turning the Territory into a food bowl not a dust bowl.
  • Support agriculture.
  • Support livestock production.
  • Focus on food and water security.
  • Focus on biosecurity.
  • We are concerned that the Minister for Northern Australia (who lives in Melbourne) will “sell the farm” to the multi-nationals and Territorians will lose complete control of our food, water and our pristine environment.

Road Transport and Rail:

  • Our Party fully supports additional rail links and improving stock roads and highways to accommodate our road trains.
  • Will fight to have the federal fuel tax collected in the NT spent directly on NT roads
  • We will establish a road transport consultative committee which will establish long term strategies to assist road transport companies overcome the unique challenges in the Territory.

Aboriginal Support and Development:

  • Our party fully understands that this is a very complex area that needs long term strategies that don’t change when there is a change of government.
  • We fully accept we do not have all the answers, but we do know what is being done is not is not working.
  • Having Canberra throw billions of dollars at the issue isn’t working. As Territorians we have to think “outside the square” and work toward long term strategies.
  • We will have open and robust discussions with the NT community to establish long term strategies.

Politicians Conduct, Performance and Entitlements:

  • Politicians are the servants of the public. You pay the bills. They are elected and paid by the tax payer to manage the NT on your behalf. Just like any employee if they are not performing there should be penalties.
  • Their entitlements should be no greater than community expectations.
  • Their entitlements and pay rises will be negotiated with the NT tax payer. Every employee has to do this, negotiate a pay rise via increased productivity and acceptable performance.
  • All elected members will be subject to random drug and alcohol testing based on current industry standards.
  • We will change the conduct of politicians during Questions Time. Question Time must be conducted in a formal, respectful way. It must follow normal meeting etiquette. People stepping outside the rules will be ejected from the room and fined. The fine will go to a nominated charity.

How will we fund our initiatives?

  • By correctly managing your money.
  • By being open and transparent about were your money is being spent.
  • By eliminating “jobs for the boys”. Every time each of the two parties get into power all the “hangers on” get prime jobs or are hired as consultants. Then once their party is not in power any more they head back home down south with big pay outs.
  • By cutting waste, inefficiencies and duplication.
  • Open and transparent tendering process.
  • Open and transparent allocation of grants to community groups.
  • We will not sack hard working public servants just to save money. We will start at the top.
  • We will eliminate political meddling in government departments so that the department will have a long term strategy and work efficiently which in turn minimises waste.
  • We will consult grass roots operation people who will help us create efficiencies to minimise waste.
